The Performance Based Logistics concept arose at the end of the 20th Century as a way to reduce military spending. Under this system, parts of the acquisitions process which focus on the maintenance of the engineering equipment of the Army were analyzed, looking for improvement opportunities offered by the application of the PBL. For this, a survey with military expenses officers was conducted in order to understand the impact of the current acquisitions system on the availability of the equipment and the major bottlenecks in it. Upon this procedure, it was possible to observe problems with the bureaucratic load as well as risks associated to the divergence of interests between the administration and the suppliers. By comparing the results with the PBL principles, it was possible to observe that PBL can help managers reduce the bureaucratic charges, transfer risk from buyers to sellers as well as promote the convergence of interests between administration and contractors. |
